This is a completely new building model, based on the Mako Reactor powerplants from the game Final Fantasy 7. But it's generic enough that I think it could be used in other Sci-fi/Future mods as well.

I made a .dds skin to go with it, so the building can be reskined just like the origional Civ4 buildings and units. This version of the building has a gas cloud that shifts over the model, my attempt at making it look more like the reactors from FF7.
If you don't like how that looks, or like to turn all the animated stuff off, I also made a plain version that doesn't have the cloud:
