Does anyone know how to mod the border graphics? I want to take a shot at altering the way the cultural borders look. What files do I need to edit and what software do I need?

Unfortunately, that only tells you how to alter team color values. I originally did this because I wanted a different colored border but the Japanese flag really looks bad with a big blue dot inthe middle. What I would like is some way to chance the border color independently of other things that are team colored.
