A good location for it in the CIV4CityLSystem.xml file would probably be the <LNode Name="Leaf_4x4"> area. That tells the game that the building is big, and that it needs a bit of space. The easiest way I can think of is that you copy the concept of temples and cathedrals: require X number of plants that allows you to build the, dunno, supergenerator that in turn supplies power per the Three Gorges wonder.
