I don't recall this game mechanic having had HOF debate yet, but I don't want to assume the silence meaning a public "Yes" to leaving it HOF legal.

I vote player's choice, (Yes).

I say yes because it's a very good balancing mechanism for an OCC game. I also think OCC should get its own tables, but that's another discussion.

Yes! Granted that the AIs probably don't know how to use it effectively (just like artillery in Civ3), it's still a valid feature designed by Firaxis....it's not like we are conjuring it out of thin air.
