So far in our analysis of patch 1.61 we've determined there's a new feature we'll have to make a ruling on, that being Require Complete Kills. If enabled, a civilization must have all of it's cities and units destroyed in order to be defeated.

I don't see how this can be abused. Milkers worry about accident domination, not accidental conquest.

I don't think its a big deal. If toku has a random archer on a random island then its no big deal to me.

If he has a random caravel in random sea and you're going for fast conquest, then it's another deal

I've tested this option with the world builder, and it doesn't seem to do anything. I've captured the enemy city, and left units behind, but as soon as the city is capped, the AI score goes to zero, and the game ends for them.
So..... yeah, sure, player's discretion.
