The latest rumour is "not within this fiscal year" (source: EA official) which seems to translate to "not sooner than april 2007". :(

The time they complete developing it really doesn't have a definite effect on the release date. That is entirely up to the publisher. They will want to hit the public at a suitable time (christmas, summer).
