What would be prohibited is having a different civ's units inside any kind of boat. Marines in a boat from the same civ as the boat have to go through combat. The exploit is that you capture the city with no combat involved at all. It's a bug in the game where an enemy unit entering a city is the trigger for ownership change. The programmers assumed that in order to enter the city it would have had to win the battle against any defenders. If we have any important coastal cities, we want this rule to be in effect. The danger to ourselves if someone else uses it is far greater than the danger we pose to others by possibly using it. |
