I'm wondering if I can prevent a town I have captured from flipping by building a palace there, for example, using a Great Leader? I haven't found any information on this anywhere.

Yes if you build a palace the city becomes your capital, and your capital cannot flip, ever.

Eldar is right. Having it in process won't help though.

Imagine if you rush it and lose it on the inter-turn before its finished. :eek:
