Choose "create optimum palette" and use 256 colours :) Following Supa's mentioning of this ability of Gimp, i managed to create 256 colour files very easily, with no problems at all, since it really chooses the optimum palette. And the menu is Image, not Picture, at least in my version. As for editing, you can tweak it afterwards by going to Dialogs -> Colormap.
