How do I get it to allow me to place cities? I've tried everything but the brush type "City..." is always greyed out so I can't use it! What do I have to do?

click on the little shield to set the active player. then you'll be able to place cities for that civ :)

Don't you have to go to Scenario>Custom Rules and then do that?

eh.. no. don't think so..

yeah, just select the active player, it is set to nothing by default, then the select city icon will become visible. The icon looks like a little village in case you cant find it.
