Is there a way i can highlight all my troops and tanks and whatever else i want from one base and move them all to another base without having to move 1 at a time?

Yes, left click on a stack of units, then press 'j' -- this acts like a Goto command and gives you a goto mouse cursor. Move the cursor where you want the units to go and left click. Now all units of the active type will move to the new location. Note that this only moves units of the same type -- so if you have inf and tanks on the same square, you'll have to do this twice.
