Can anyone tell me where I can download a free program to edit tga files because I want to edit the religion icons in game. Any help is appreciated.

Click on the downloads, look for the Windows build. In fact, just click here (http://gimp-win.sourceforge.net/stable.html).

As for how to use it, try just messing around with it. It works somewhat like paint. If you get stuck, read the help files or look online.
