In a finished game, I played as Victoria, I needed 90 XPs for
a Great General. For the second one 180 XPs etc.
Now I'm playing as Hatshepsut and I still need 90 XPs for a
Great General. Both games are on Marathon speed.

How does 100% general emergence work ?

I believe the bonus is awarded to only those combats inside your cultural boundaries. Thus, one has to lay and wait and spring little traps inside your country. Fighting another civ on neutral territory or on their turf does not award the bonus.

That's not true. Besides the fact that nothing in the manual claims that, nearly all of my Great Generals were created following a major attack on a city.


And as for the Imperialistic trait, I think it might mean that experience counts double? Like if you gain 3 experience then it counts as +6 in the great generals counter? Not exactly sure.

My bad. I misunderstood the OP question and confused it with the Great Wall bonuses for GG's.

Well, that didn't happen. See picture.
I got only 2 Great Generals during the whole game from battle experience.
All civs have surrendered or were destroyed.

The screenshot you posted doesn't prove that you "deserved" more generals, or that you were not, in fact, receiving double General GPPs from battles.

If you are significantly superior to the AI in terms of military techs, you will receive less XPs, and hence less General GPPs, because you will likely be fighting a ton of 90%+ battles. You receive less XPs from a battle where you are the clear favorite.

I think to test whether you have a bug, you should simply check your General Points before a battle, then fight the battle, noting how many XPs your unit received, then check the General Points again. I think you will find that you receive double the XPs earned in General Points. If not, you seem to have a bug.

It doubles the points you get for XP, it doesn't change the target numbers. The screen will say 90 xp required, but if you really get 45 xp on units then you'll get a GG. Also, I recommend modding the GG rate on marathon, you don't have 3x as many battles as on normal so you'll end up with a lot fewer generals.
