I don't recall where it is you set "no age of science" but I found it some time back, and ticked it. I don't want Sci Leaders who can rush a GW. But the Reichskanzlei is a GW, not a SW. And Goering is a ML not a SL.
How was it possible that a ML rushed a GW???:cry:
(BTW, I did it myself. It isn't something else happening that I'm interpreting.)

Were you playing with the editor? - If so, is "Finish Improvements" unchecked for that unit type?

Errr... wasn't the ML supposed to be able to rush anything ?
(i recall rushing great wonders specifically ... but in vanilla, not sure if they changed it)

OMG. It goes like this. I did find it. And it might be easy to fix. Possibly. I never would've thought to check in the UNITS Editor, but there it is. "Science Age"... And it's right under "finish improvements" which means the Leader (since I had a strange notion one night to tick "Sci Age" and forgot to untick it) can both enter a Science Age and finish improvements.
My thinking is this: I went to the default Conquests biq and there IS no "Science Leader" as a unit per se. It appears, that when the Advance is achieved, the hardcode checks for leader appearance and automatically sets it to SciLeader. I dunno. I've always hit "cannot build GW" windows when I try to use a ML, and this time I'd ticked "Science Age". But I still have no idea how the AI knows to make a SL instead of ML in the usual C3C. And how it knows a Sci Leader should have "Science Age" ticked, since it doesn't show up in C3C...
I shall untick "Science Age" and give it a whirl.

Supposedly, you can only rush them with SGLs, but not MGLs. Are you sure yu haven´t checked your editor?
btw you are using Conquests, aren´t you?

Yup. MGL rushing a GW. I checked, with the "Science Age" OFF, and Goering can still rush a GW. Maybe it's because it's a MGL you start the game with, and poor AI doesn't recognize whether it's supposed to be able to do this. I've never seen a combat-created MGL that can rush a GW...
