I'm not for sure, but I think you can set the starting gold in the editor. I do believe that if you do it that way, it's applied to all civs, not just your own.

Civ3MultiTool (http://forums.civfanatics.com/showthread.php?t=54689) might do it, might not. I've never used the program myself, but it is a save editor.

In fact, you can specify a different starting amount for each player. It's under Scenario Properties.

civmultitool don't work it comes back worng version and when i go into the editor and change the gold then save it when i go to load it the map is what i saved but the gold is still only ten gold and i set the starting gold at 100000

If you're using the editor, you need to start a new game with that scenario. It doesn't change saved games.
