Ok folks here is a weird one for you...
I have my game first installed on my GF's dell, it worked fine. Then I switched it over to my PC (AMD AthlonXP 1.8Ghz, 512MB DRAM) due to all the time I was hogging her computer and I installed fine but it wouldn't load. I was using the onboard video and sound at the time. I figured it was time for a new Vid and Sound Card anyways, so I upgraded.
Here is my complete spec's as far as I know.
AMD AthlonXP 2200+ (1.8Ghz)
512MB DDRAM
Jetway V4MDMP Mobo
Asus nVidia N6200 256MB DDRAM Vid Card
Sound Blaster Audigy 24bit Sound Card
WinXP Home (SP2)

Still had problems, so I uninstalled the game, fully. Installed again, this time I walked through the 7 steps at the start of this forum doing each one to ensure I would solve all my graphic problems on the game. Now the game loads correctly, everything looks great except...

The units look like they are on stilts! Its a real buggy glitch. Here is a screen shot for you to see:

I am open to any ideas on this one...

Does this happen when you first begin playing or only after Civ4 has been running a while?

This is my saved game that was on my GF's dell, that I transfered to my computer.

also a small note* I upgraded my ram, to 1GB, and my PSU from 230W to 400W yesterday, I took my PC to my Boss, (I work at a computer store) and showed him. He thought my pc didn't have enough power to run that video card.
Still no help. I will start a new game and see if that helps.

I fixed the glitch, I am still not too sure on what caused it, but I un-installed, re-installed the game so many times I am sure I could have wrote the code by now LOL.

Anyways, I had the "Blue Marble Terrain for Civilization IV" installed and I finally went through and played with each graphic setting, one by one, all on, all off, etc, and the I did a full un-install, deleted all the folders, including the part in "My Documents" re-installed it, which removed the "Blue Marble Terrain for Civilization IV" and the glitch was gone. This may be something to consider if anybody else comes across this one. Also anybody feel free to post ways to remove this add-on with out deleting the whole game. I know this comes in the "My documents > My Games > CIV 4 folder, not sure where though, because this came with my copy from my GF's computer where I installed this game first, and I put the "Blue Marble Terrain for Civilization IV" on there, not on the present computer.

On the bright side, it was nice to upgrade:
Ram to 1GB
PSU to 400 WATTS
Vid Card, Sound Card, and took my whole tower apart, cleaned it blew all the dust out, and had a good time doing it all!

Thanks to "auldian" for even caring to post on this thread to try and help, and no thanks to the firaxis support, they blow!
