i have not changed any settings, from what I can remember
but suddenly, i couldnt play

i did not update, get any new mod... didnt add any OS updates, no hardware changes... NOTHING

i was playing regularly for the past month or so
then earlier, everytime i try to start a game, it doesnt finish loading (pic above)
or, if im just choosing a leader, it causes same problem, if theres 2 leaders under 1 country

ie:
if I highlighted america, roosevelt would be the first guy to be highlighted.... if I chose washington, it would cause the problem
same with chinese... england
then i tried closing and opening and reinstalling... now, whenever i choose a country, it causes the problem already

Do you receive an error just befor this one? Last time I saw this it said just before "failed to allocate video memory"? Did you get that message.

From the main menu go to the advanced option, then options and then graphics. Lower the details from High down to low then exit the game and try again.

nope... that is all the error im getting
of course, i already tried lowering the resolution, increasing it
i also tried to lower the graphic details.. increase it
i also tried to play it in window mode.. in 800x600 mode ... i also tried with 16 bit coloration LOL

i also changed the values in the .ini file

Enable logging: http://www.2kgames.com/civ4/support_logging.htm. Post the init.log file. If you feel like it, uninstall the game, manually erase all leftover civ folders, reinstall, patch.

Check system for viruses, spyware...
