other civs: non industrious or start with mysticsm
varients

1: i must build the Great wall before any1 else
2: i may never build a city that is over the wall

What????? you might ask. if u look at a screen shot of a city who has builten the GW you will see a animation around your borders i can never build past that animation until gunpowder

you see rameesses is very scared of the outside world so he has locked him self up inside his walled empire never to come out until a magic little rod that spits fire is builten. Ramesse also wants to found a religon because he wants to hide himself behind the gods and by worshiping them he hopes to get another ally for protecting him

so as you can see this is going to be very intresting

The Great Wall prevents barbarians from entering borders on continent - not just the cities inside the wall. So you can jump the wall as long as it is on the same continent.
