OK. So, I was playing as France and wanted to know exactly what "Colonize Quebec, the Hudson Bay, and Louisiana" meant. So, for anyone who is interested I have attached a picture of what it means. Essentially, you must have 4 cities within the red rectangle (Hudson Bay & Quebec) and 1 city within the white rectangle (Louisiana) on the map. I hope this helps others who are curious.
