How about Python (http://www.python.org)? It is free software that is important to the Civ4 community. Plus it is a great language for a novice computer programmer.

If that makes the cut and since Eclipse is already mentioned, you might also consider the PyDev (http://pydev.sourceforge.net/) plugin for Eclipse.
