Does anyone know how to make a settler or a worker amphibious? I was looking at Civ4UnitInfos.xml for a relevant tag but there's nothing i can see?
Or does it require SDK work? Ergh!

What exactly are you after? Workers/settlers that can walk on both land and water or just ones that can walk on water?
I would guess that if you want both it would be an SDK change. If you can copy and paste stuff to do SDK changes (rather than write it yourself) check out RogerBacons flying mod here:

The mod has a change to allow gunships to move over both land and water, it may work for your purposes.

Woo! Thanks guys! Yes, i was trying to bundle a transport and a worker or settler in one package to solve the problem of starting off on an island, with other resources on islands nearby but not being able to do anything about it initially, whereas your rivals started off on continents and are fine. (e.g. england, standard sized earth map).
I am hoping to make a unit that is not competitive with the galleys etc of the later technologies but would still enable a civ in that situation to prosper.
Besides, considering how long ago people were island hopping around the world, it doesn't take that much technique, provided you don't mind the horrible chance of dying. Even rats can do it. All you have to do is fall into the water, hold onto something floating (or better have something big enough to rest on) that you are lucky enough to be nearby, and don't die of thirst/exposure/drowning/sharks/hunger before you hit land and are lucky enough to encounter someone of the opposite sex!
Alternatively you can hollow out a log or make a raft... but for non-tech propagation, the above technique can't be beat!
