I saw an image for a custom map made for SM's RR. Any idea on what editor they used to do it? Based on what I have noticed from playing the game and cracking open the .fpk files, it appears this uses a modified version of the CivIV engine. If that is the case, where do I find the map editor for my CivIV?

I think most custom maps are made with photoshop or paint shop pro at the moment - but an editor is coming! Just check this thread here and the comments by the Firaxian:
