A scenario that takes place over a fairly short amount of time, but many turns (e.g the WW2 scenarios, which take place over a very short amount of time in Civ terms, but because of the use of months and the like, it makes the game lasting).
I became inspired by seeing Shaun of the Dead three times this weekend. :P
So, the plan? A Zombie Civilisation doesn't make much sense, unless used in the same context as a Barbarian Civilisation. Zombies tear around a particular nation (say...England? ;) ) or even continent (Europe?) after some nuclear disaster. The nation fights them by any means possible. They're easy to kill, but the catch? The bacteria-like expansion of a Zombie horde:
Option #1:
Zombie units move into a city. First, military units are infected, starting with the weakest unit (units who have sustained damage, or instance, are targeted first) and moving up. What infection means is that whatever the military unit may be, its human components become Zombie units. What I mean by human components is that a battalion of infantry might become three zombies, each of which can then infect another whole unit. You see the disaster spreading quickly, I take it? AI who stack their defence units one on top of the other will be slaughtered. :P
If there are no military units in a city, the population of the city then decreases per turn per number of zombies, and the amount of zombies in the city increases until the city has been entirely infected (and becomes ruins) or the infection is halted by the human player.
Option #2:
Specialists. ZOMBIE specialists! I don't know how well the AI manages specialists, but the idea works like this: When a Zombie unit has entered a city, the zombie controller has the option of placing X number of zombie specialists in that city (X=number of Zombie units in the city), each of which adds another zombie unit to that city, which then allows another specialist each...which on the next turn add another Zombie unit.......you get the idea.

I'm sure there's more, suggestions for which I turn to YOU, O Loyal Civvers! :D

Great People could be called Heroes, and help with the research of technologies, which would in turn likely be specified techniques on how to deal with the Zombies.
And that's all I've got off the top of my head. I have -ZERO- experience modding Civ myself, so I'd like to see the suggestions (and beg for the help) of those who know what they're doing, especially as to whether any of this is even possible.
I appreciate any suggestions, and I'll be perusing the tutorial section religiously, and hopefully drawing up the plans for some units! :)
