San Diego hosts the U.S.A.’s greatest concentration of naval power. 32nd Street and NAB Coronado are home to aircraft carriers, battleships, destroyers, frigates, refueling ships, supply ships, several types of amphibious ships, Navy aircraft, etc. The San Diego area is also has the Miramar Air Base (remember the movie Top Gun?) and other Navy bases including SEAL training facilities and a sub base. There are several tens of thousands naval personnel manning these ships. An aircraft carrier alone can carry more than 5000 men. Each ship has an armory containing automatic rifles, shotguns and sidearms. Some ships with special security concerns, such as nukes, have an elite marine guard unit assigned 24/7, locked and loaded, ready for action.

Now imagine a group 20 - 30 men armed with baseball bats slipping across the border from Tijuana, Mexico into San Diego. Now imagine these bat-armed men destroying every ship and aircraft without suffering a single casualty. Sound feasible? That is the model used in Civ IV. A single warrior can take out hundreds of ships and aircraft in a city.

Ships and aircraft should be able to defend cities, at a reduced defense rating of course, say 25%. Certainly a battleship in port can’t bring all its fire power to bear, but its crew can mount a defense. A strength of 10 is 25% of a 40 strength battleship. A unit of infantry will nearly easily scuttle the battleship, but a unit of axmen, almost never.

Aircraft should accumulate XPs and gain promotions like all other military units. The amount of XPs an aircraft should be able to gain for attacking defenseless targets should be limited, like when land units battle barbarians.

The accrual rate of XPs will generally be slower for aircraft.

Promotions could include:
Extended Range I: (External fuel tanks) prop fighter +1; jet fighter +2; prop bomber +3; stealth bomber +4
Extended Range II: (In flight refueling) prop fighter +1; jet fighter +2; prop bomber +3; stealth bomber +4
Strafer: +25% vs. land units
Bombardier: +25% city attacks
Evader: (bombers only) +10 defense vs. fighters
Chaff and Flares: +10% defense
Dogfighter (or interceptor): (fighters only) +10% vs. aircraft
Reconnaissance: +2 visibility
