When looking at the initial screen shots of SMR, I noticed that all of the steam engines had tenders as they should. Later on they removed the tenders... and in the working game there are zero. It actually doesn't bother me nearly as much now that I'm playing the game as I thought it would, but I still don't understand why the steam engines have no tenders. Does it have something to do with the ability to paint the engines?

Probably laziness. Which seems to be about par for this entire game so far.
