Don't think I haven't read the technical support threads, because I have, but I've been getting two different answers. I'll just give you all the info I have and please let me know if Civ IV will run:

My machine is a eMachines T3828 - upgraded to 512MB RAM
Graphics: Intel(R) 82845G/GL/GE/PE/GV Graphics Controller
2.8 Ghz Intel Celeron processor
Like i said, 512MB RAM

Will it work? All insight appreciated.

I don't think a "graphics controller" would be able to do T&L, which is essentially necessary to run Civ4.

Maybe you should borrow civ4 from someone, install it and patch it. Unpatched you should get the black terrain problem. Patch should solve it. My Intel graphics is slightly newer (Intel 82852/82855) and civ works (more or less).
