Site 2. :goodjob:

We can mine that hill to build a work boat (fish produce more food than rice anyway), and have growth and production while we wait for some way to expand culture.

Site 1 is a dead end. We could farm the rice then everything else would have to be pop rushed.

How does site two have a hill?

It will be some time before we can expand the borders of site two one. Until then, I'm for site one two.

Site 2, it has much better prospects.

I didn't mean to post that. I switched up site one and site two in that post. Then I looked at the picture and corrected myself and voted, but it still posted what I had typed. Weird...

The fish, clam and rice site will be a lot better short term, and we can use it to get the jungle site a lot faster.

From a purely defensive angle, sight 1 is such the better place and will allow us to settle the jungle city quicker if we choose too.

Theres a fair chance as we cant build libs that we'll be pumping another settler out soon enough anyways so it isnt as important :)
