I just got done searching the forums for over an hour and I still haven't figured out how to mod my civ 4 to allow me to choose 20, or 24, or 30, or 50, or whatever other civ in a map. I see there are a couple of mods/maps out there that allow that, but I want to play a random map with lots of civs.


Any ideas?

Aint sure, but this would either require intense work in the setup interface or more likely some more in depth changes at the SDK level. So no, random generated maps with more then 18 civs are not easily doable by XML scripting.
