I was just looking at the warlords leaders matrix and in the probability to build wonders section it says Montezuma has 0% probability to build wonders...what the heck




in the game i played last night, Monty finished the pyramids (standard, emperor, the incans were also in the game)

It's not a chance, it's a bonus to the value of starting wonders... is the best I can explain it. Monty has a 0% bonus. In a way the AI looks at wonders as just being very strong buildings, Monty builds them as buildings and doesn't have an extra "ooh shiny" factor...
