This poll is to clarify whether we should be expanding to fight or fighting to expand. Should we go to war as soon as possible to maximize the advantage of our immortals or build infrastructure first to try to build the largest military force possible?

We must fight a quick war, destroy one weak civilization and gain a city or two in the process

Immortals rule the earth until you start to see muskets. After that, without catapults, or very large armies, you will be wasting your time trying to take a city with musket defenders.
I'm currently at that exact point in the game I'm playing, and have managed to take 12 cities and most of the continent - securing more than enough resource/land to win the game. In a turn or two I will declare peace, build defensive pieces, and start in on infrastructure.

Well, we don't actually have any immortals yet, now do we? Once we get iron we can recruit some. Once we get iron and a barracks we can train our warriors in the use of the immortal sword...

...in the mean time we should be building up our strength and infrastructure.

The time for a quick war has passed.

Fight now! Meaning do what our defense minister has proposed: Get a city on building barracks then warriors, change tax revenue to 100%, found a city close to the iron and have it build a barracks then spearmen, move the warriors there for upgrade and then WAR! This must be done quickly and with highest priority possible. The cities not involved in the war effort should concentrate on settlers and infrastructure.

Unfortunately, while it is tempting to go on the attack now, we should probably conduct more recon and make sure our iron is secure before going on the offensive.

I would vote for the fourth opinion not listed.
I agree 100% with donsig.
Build infrastructure (barracks temples walls on border cities (especially to the south with Rome) and other necessary improvments like roads to the front etc) and build up our forces.
Then attack. Personally I'd rather go after Rome as they get aggressive quick and America is not threatening. However, America is easier pickings.
