There should be a risk of floodding for cities built near rivers. They would happen every so often, and kill some people in the flood, and cause unhappiness, and there would be a building that cuts the risk of flood damage in half, and if it does happen at all, it would not be as much. If the city is not adjacent to, but near, a river, it could destroy improvements. Maybe also damage units near the river or make a tile unworkable for x turns.

Decent idea. Although if you add floods, then earthquakes and tsunamis will complain of discrimination and they will want to be added as well.

Awful idea. It reminds of the Flood plain disease in Civ3. Anything that could randomly break your game sucks big time.

Haha, I was trying to be nice. But yeah, I would switch that option off if it were in the game. I don't like randomness either. Well, I'm actually not a fan of the environmental factor in Civ, since I'm more of a historical buff.
But there's no harm in adding an option where you can have natural disasters...I wouldn't want it, but maybe some players would.
Having said that, I think most of us would simply click LOAD GAME every time we'd be hit with a natural disaster, and simply go back to our last saved game. :)
