Civ III had a hardcoded 32(?) civs, does civ 4 and warlords have it hardcoded or can we add more?

Civ III had a hardcoded 32(?) civs, does civ 4 and warlords have it hardcoded or can we add more?

There is a limit as to how many you can have in one game at the same time. But there isnt any limit that I am aware of on how many can be available. Civ4 gold has something like 65 civs last I checked.

Ok, any tutorials on how to make one? any tutorials out there or is it simple enough for a n00b to do?
