After having quickly read some threads on these forums, I know that there isn't still any CIV4 rules editor, like in Civ3. There are just xml files to manually edit. Of course this works and is fine for simple modifications. But if the user is not familiar with xml, or if I need to strongly modify rules or to merge existing xml files into one rules set, or to share the same modification to several rules sets, I think a tool would be quite useful.

I don't know if there is something like this at the moment. I'd like to realize something for this purpose, but, before I start, I want to be sure that the work is really worth it. Will it be useful? Has someone already made it? Which kind of tasks are the most common when editing rules? Which features should it include? Any suggestion is welcome.

Thanks.

Search for the Civilizeditor by TheLopez. You can also check his tech tree editor in the Utilities section to get an idea of how it will all likely work.
