The 2006 meeting of the Non-Aligned Movement took place in Havana and Fidel Castro was elected President of the Movement.[1]. He was, however, unable to make an official appearance at the summit, having recently undergone gastric surgery. The job of host was assumed by Fidel's younger brother Raúl Castro, who had been the acting president of Cuba since his brother's operation. The summit ended with a declaration that condemned what many members saw as Israel's disproportionate military response to the kidnapping of two of its soldiers by the Lebanese militant group Hezbollah (see 2006 Israel-Lebanon conflict), called upon the United Nations to be more representative of its smaller member nations, gave support to Iran's nuclear energy plans, and criticized many of United States' foreign policies[2]. In section 119.14, the Nonaligned movement stated that the United States list of state-sponsors of terrorism was "a form of psychological and political terrorism" directed against members of the Non-Aligned Movement. The next NAM summit has been announced to be held in Cairo, Egypt.

OOC: Israel-Zionism - Israel Outraged by Non-Aligned Movement

A Non-Aligned Movement (NAM) "final document" praising Lebanon for its "heroic resistance to the Israeli aggression" has irked government officials in Jerusalem because some countries with close bilateral ties with Israel are a part of the movement and, as such, ostensibly signed off on the resolution.

According to the 143rd clause of the 280-clause final document, "The Heads of State or Government expressed solidarity with and support for the Government and people of Lebanon, hailed their heroic resistance to the Israeli aggression, and emphasized the primordial importance of Lebanon's national unity and stability."

Among the NAM members are India, Thailand, Ethiopia, Kenya, the Philippines, Honduras and Guatemala, all countries with which Israel has strong relations.

"This is clearly unacceptable, and totally out of line with the good bilateral relations we have with some of the NAM countries," one government source said.

"Israel will pursue this topic with the members of this movement." Israel has relations with about 90 of the 118 NAM members.

The official said that while it was doubtful the foreign ministers of many of the countries even read the massive document and were aware of its content, these types of blatantly one-sided anti-Israel documents created a poisonous overall atmosphere.

"A document like this is used by all those who want to censure Israel, saying 'look what a 118-country movement has to say,'" the official said.

He added that it gave a "kosher certificate" to the most blatantly anti-Israel rhetoric.

Officials at the Indian, Thai, Ethiopian and Filipino embassies in Israel did not respond to questions about the resolution and whether it reflected their governments' policies.

As expected, other clauses in the document that dealt with Israel and the Palestinians were extremely critical.

For instance, clause 135 "strongly condemned Israel's continuation and escalation of its military aggression against the Palestinian civilian population in the Gaza Strip" and said that "such unlawful actions by the occupying Power constitute grave breaches of international law, i.e. reported war crimes, for which the perpetrators must be held accountable and brought to justice."

The only sliver of a silver lining to the whole document was the fact that a call to the member states to bar entry to "Israeli settlers" did not make it into the final resolution, but was included in a side document, a Declaration on Palestine, that does not carry the same weight within the movement as the summit's final document.

India would like to see Isreal's official stance on this, just for clarity. This seems to be the most urgent of issue's currently on the table and hence moves that the resolution be brought back up for a second vote.

India proposes the following topic.

The current year has brought much violence and terror to the world's people. Hence the Republic of India puts forth the idea that all the nations in NAM compile their inteligence on any terrorist activity they may have been monitoring and put it onto the international scene. (that being to governments)

For orginization purposes India also proposes that a committee be made to coordinate this effort and to catagories any inteligence report given. This would be some what like an International Inteligence Committee. This way any information on terrorist from any corner of the globe can be discovered and put on the floor for discussion and proposals of action.

India also suggests that NAM work with the UN and coordinate any action taken (though i dont think NAM can take military action, being Non-Aligned and all)

We find India's proposal to have merits, however we are a bit wary that sharing of intelligence may compromise national security.

India would like to stress that this is not yet a resolution and it has many holes in it. We hope that with the suggestions of other nations that these holes will be filled.

The sharing of intelligence would of course pertain to terrorism and be only that which the country who is giving, wishes to release.

In the Prime Ministers mind the main goal of this Committee of Intelligence, would be to compile an accurate intelligence report(s) of terrorist activity across the globe.

Suggestions are welcome and encouraged.

the DPRK would prefer to not share intelligence, especially if we are to coordinate with the UN, due to the fact that many UN members are hostile to our existance

South Africa would be more then happy to share intelligence, but only when it pertains to other nations well being. At the moment, we have no significant information on terrorist groups outside of Africa.
