Hi guys, I'm putting some music in a scenario in Civ 3, and I need all my music in 128 Bit Rate format, but some of my songs are in 196 Bit Rate. How would one go about doing this?

Off the top of my head, you could use CDex (http://en.wikipedia.org/wiki/Cdex) to convert it to a .wav, and then convert that to the lower bitrate .mp3.

A little roundabout, but it'll work with a well-known free software tool.
