Citizens, I write this open letter to each of you today as an invitation to join me in promoting a National Literacy Campaign! I believe that the time is near when we must make reading and literacy among our citizens a top priority.

Now, first let me say that as a proud citizen of Phoenatica, I stand firmly behind our current administration in their conduct of the Great War. I understand the fact that due to national security concerns, the development of our infrastructure has often had to be delayed. I also wish to applaud the investments that have been made in the learning and culture of our people, especially the perseverance in completing the Great Library in Fox Nest. Our national heritage will reap the benefits of that for centuries to come.

However, the time will soon come when our glorious Immortals will complete the destruction of our enemies, and it will be time to turn our thoughts to home. I think it is critical to the long-term growth of our nation, and its culture, that we take that time to focus on increasing the knowledge of our people. The most enduring legacy of our great nation will be our Culture, and how it will spread even unto other nations. Also, despite the wonderous nature of our Great Library, the time will soon come when other nations discover the value of Education among their own people, and the Great Library will no longer be the central place of learning. We must prepare for this day, when our own scientists must research the incredible advances we can only dream about.

For these reasons, I wish to establish this National Literacy Campaign.
Our motto: Reading Is Fundamental!

Our goals are simple:
1. Build libraries in all our cities, so that our citizens can learn to read and write!
2. Pursue institutions of higher education when the time comes. (note that is education with a small “e”, I am in no rush to research ‘Education’ any sooner than we have to).
3. Promote any wonders which aid our learning (Copernicus’ Observatory, Newton’s College).

Of course, a great way to promote reading among our people will be to write a great Heroic Epic about the exploits of our brave Immortals and their righteous destruction of the treacherous Americans and Egyptians!

All those interested in joining in this campaign to promote reading and learning throughout Phoenatica, enroll now in the National Literacy Campaign!!

With our civilization's stress on scientific endeavour our people will be receptive to a NAtional Literacy Campaign and you will see the zeal and zest to build Libraries and may I take the opportunity to write a Heroic Epic or is somebody already undertaking that task:)

I want to join. I think that science is is most important thing of all.
Everything is based on science without science we should be still living in caves.

This initiative has the full support of the Domestic Department.:) Our people have proven their strength in combat, and now it is time to prove the strength of our minds.

This has the full support of the provincial government of greater cormyr. Teach our Citizens to read!

More importantly we need literacy to teach our citizens how to handle an Immortal sword (Spears historically, but swords in civ III). And then a pike, and then a Gun, and then how to press that BIG RED BUTTON. Not to mention to invent all these things so we can try to get cavalry first, I love those guys :D.

Anyway, I fully support the building of a Libary in every city. Not sure about the whip part, but it seems appropriate concidering the benifits.

We are a scientific civ; not to build libraries and universities wherever possible will be inefficient. Learned people make better weopans of war. :)

There is a on-going need for barracks.We should build more of these first.

Barracks might be pretty useful at present, but it is important to look to the future when our immortals' swords are no loger cutting edge. Building libraries now means better units to crush our foes with in the future, therefore I wish to join this movement.

As mayor of Fox Nest I humbly support this campaign. I urge all citizens to utilize their borrowing priviliges at our Great Library and to support the building of branch libraries in their cities (so long as the whip is not used).

This campaign has fullest support from the NSD. We are a scientific civ so we need to learn to write so we can print out formulas and documents like the engineering skills we recently learned.

Learning to read and write, the beginnings of greatness in history. In all societies the ones who have been able to read and write went to greatness, the egyptian scribes for example. Build (no pop rushing) as many libraries as possible. when we get education, build universaties. Long live science.

I would like to express my appreciation to all who have joined this campaign to promote reading and literacy throughout our land. Since I have recently been elected Minister of Culture, I will have to ask someone to step forward and continue to promote the National Literacy Campaign. I think everyone agrees on the importance of reading for learning and culture, and with Education around the corner, there will be new needs to establish Universities for learning.

I think you can safely say your campaign is working. We are ranked number one in the world for literacy with appoximatly 33%. :)

We should get someone to do an experiment on how much everything affects literacy, such as, do Cathedrals? This would be very helpful to the National literary campaign.

We're 2nd in literacy, we need universities.

Yeh and a university is on the way in the great city of PDX and in 2 turns it will be finished and be the first university in our great nation.

Is this forgotten? we are second, more universities, hopefully one in each city where it could earn it's keep.

I wonder how we would suddenly drop? We have a library in all but 2 cities, and have been building Universities like crazy? Strange.

I believe it to be the fact that our population is growing, thus they need time to learn. Also, perhaps other civilizations are doing the same and are building many libraries and universities.

It may be due to our large empire/population.

I would like to join this group. I advocate the teaching of literacy to all people in order to have a skilled population and high technology in times of war.

Does this citizen group still exist? Since im comiling all the citizen group for the tourism association i need to know weather to add it or omit it from the records.

It still exists, but since most cities have completed libraries, universities, etc, I think participation has dropped off. If you want to continue to list it, however, that would be great.
