Quick Question: I couldn't figure out how to declare war on a civ that won't talk to me. I couldn't just move my units on to one of their units or into their area. How do I do this? Thanks

Were you under a 10 turn peace treaty with them? I've never run into an instance, other than treaty, where I can't move units into enemy territory to declare war.

or, select a unit, and hold right-click until your over the other civs borders.

Nope, this was my first war. Not sure if it some setting that I accidently turned off. I played Civ 3 but I'm new to Civ 4.

If its your first war, maybe you've set the game to "all peace" when you started the game. This means no wars are possible.
