According to this article, those Roman captives might have been survivors from Crassus' defeat at the Battle of Carrhae (http://en.wikipedia.org/wiki/Battle_of_Carrhae)

If it was the Roman Army, wouldn't that mean it was just a bunch of guys. They'll have to marry Chinese women to produce children, making their children have only half Roman features. Then their children would probably be even more diluted in Roman features since they'll probably marry other Chinese people.

I bet they're just Russian immigrants/fugitives from the Russian revolution. Green eyes are more common in Russia than in Western Europe.

Edit: But the possibility that they're Roman descendants would attract a lot more tourists than them being Russian immigrants.
