This feature looks really interesting and has the potential to spice up the Great General quite a lot but I think the implementation is a little odd.

The current system involves several steps

Great General (Creates)> Doctorine Wonder (Gives in every City)> Doctorine Building (Gives to specific Domaines)> Base Doctorine Promotion (Allow)> Higher level Doctorine Promotions that actually has an effect I, II, III

This seems unnecessarily convoluted to me, I'd recommend you streamline the whole process by doing some SDK moding that would allow Promotions to have a Pre-Requisite Project (not wonder) and make all the Doctrines wonders into Projects, then allow the GG to insta-build those projects. Projects are preferred because they make far more sense then Wonders (Doctrines are not physical structures but rather society wide ideas) and they don't need any nif structures. This would give a much simpler system ware you can dispense with the local structures and the empty promotions.

And we will. That was the only way to do this without SDK, cheap and quick. In further releases, it will most likely be just as you describe. We're all perfectionists too, but this release would never happen if we implemented all that we wanted and the way that we wanted it too - we'd just go on developing it for ages... :)
