Obviously requires python, but I wish to propose another idea: Slider civics, instead of civic options, you can change a slider each turn.

In this plan, the following sliders should be present:


Government (how much power the leader has):
Democracy vs. Autocracy (Until the tech democracy, you may only have the slider between the centre and autocracy)

Society (how a nation thinks about her people):
Liberal vs. Narrowminded (Until the tech liberalism, you may only have the slider between the centre and narrowminded)

Economy (how a nation thinks about economy):
Free market vs. Planned Economy(Until the tech economics, you may not change the slider at all (in its exactly between then) and only with the advent of communism or fascism, you may tend towards a planned economy)

Pluralism (political pluralism):
Progressivm vs. Conservatism (Until the tech scientific method, you may not tend towards Progressivm)

Then the outcome of a nations ideology is displayed: A progressive and autocratic nation with a strong planned economy and narrowminded societal ideals will be Communist, while any Autocratic nation with liberal societal views will be considered a 'Liberal Dictatorship'. Conservative Autocratic nations with narrowminded societal views regardless of any economic policy will be considered Fascist, etc. etc.

You need more polarities than the four or five you presented to cover human societies re-production mode.
