If you put the option of more than one permanent allience per civ you can somewhat "emulate" the European Union... :crazyeye:

Wierd.
I suggested something a while back about enabling unions with a similar mechanic to the UN system, with a diplo bonus to everyone in it. Didn't seem to gather much momentum though.

Back on subject, I reckon Permanent Alliances should be allowed, but only a maximum of two per nation, and if you were to get permanent alliances with 2 civs, they would both have a permanent alliance with each other.
This would also be fairly realistic, for example there is the EU, Britain and the US, and other such alliances which, while they are not complete unions, do share a common identity in some ways and co-operate a lot betweeen them.

That would be a good idea, but I've no idea how it could be done. (Then again, I've never modded civ4, so who knows?).
