I know the risks are low unless you have one for a long time, but I've never built a nuclear plant because I didn't know what would happen in a nuclear meltdown. Does it completely destroy your city (would make sense), or just reduce it's population or number of workable tiles (ala global warming)?

a meltdown does your second guess.
it's also a trigger for the "global warming can happen now" code. once there has been fallout, then the RNG starts handing out random fallout. but up until the point that someone uses that first nuke or has that first nuke plant meltdown, the random rolls don't happen.

Coal plants are cheap and in that part of the game health is not a big problem, you are close to discover genetics (+3 health), and you have almost all resources if your tactic is OK.
If you have a GE in that period, building Three Georges Dam can be necessery.
