You can use any Civ you like. In fact, one of the events in the Quattromasters challenge is to win using each civ.

I have already read the HOF rules , and i am ready to play. By the way can i ask something more? should i delete any previous saves of the game in my pc , before i start the game for the HOF? and if yes how should i delete them? i cannot see any delete option...thanx

Quattromasters is a challenge above and beyond the regular HOF. Any game accepted into the HOF can help complete one or more of the Quattromasters challenges. You can learn more about it here (http://hof.civfanatics.net/civ4/quattromasters.php).

Sadly if you try to maximize your score randomization is not the way to go. If you don't want to get just top 3 then its ok or could even be more fun. Remember being first is not needed to play on HoF. You can compete with yourself only too.

This is because either your own civ affects a lot how you can do on particular strategy. And also opponents and their amount affect a game alot.
examples:
1) Its a lot easier to win cultural with spi/phi leader than aggr/pro
2) Diplowin is easier if you can count that you'll get votes from others so that you dont have to get all pop on your own.
3) Any warring win is easier if opponents are not agg or pro

Of course each civ has it's own score too and for some civs there are not optimal victory conditions.
