This thread will cover the scope of Foreign Affairs.

FOREIGN POLICY
We will declare war only in the event that an ally requests an alliance against a civ below that ally's rank.
We will seek military alliances with civilizations of an equal or higher rating than our opponents.
We will not agree to foreign demands of extorsion.
We will prosecute a campaign of Cultural Assault in support or our Manifest Destiny. Manifest Destiny is defined as territory in the effective corruption reducing radius of Fox Nest.
We will practice a campaign of regular extorsion against Rogue Nations. We will extort Suspect Nations if they have a required resource or technology.
We will not sign Rights of Passage with Rogue Nations. We may sign Rights of Passage with Suspect Nations and Common Neighbors to achieve strategic goals. We will always endeavor to renew Rights of Passage with Most Favored Nations and Able Partners.
We will not raze captured cities.
We will not renew Peace Treaties with Rogue Nations. We will renew Peace Treaties with Suspect Nations if they posess a resource or technology that we need. We will always renew Peace Treaties with all other ranks of civilizaitons.

HOW RANKS ARE FIGURED

Polls are taken asking citizens to score the AI civs from 5 (best) to 1 (worst). These votes were tabulated and run through a simplifying formula to come up with the rating numbers. (Formula: Each vote at level five earns 3 points. Vote levels for 4 and less get 2, 1, 0, and -1 respectively.)

These will be repolled each term for all civs and as needed for individual civs when their actions warrant it (someone declares war on us, attempts extorsion, agrees to an alliance and helps us kick butt, etc).

HOW RANKS DEFINE THE FOREIGN POLICY AND FOREIGN AFFAIRS TURN PROPOSALS

EXCHANGE RATE - These generalizations will be used to help figure out whether a proposed deal amount is acceptable or not.

MFN - Fair trade
AP - Small Gain
CN - Medium gain
SN - Large gain
RN - Extortionate gain

CREDIT RATING - Deals for gold/turn get more income but also create the possibility that the AI civ will bankrupt and declare war to break the deals and save their economy. This table shows how we will try to structure deals.

MFN - Straight payment first, then g/t
AP - Straight payment first, then g/t
CN - Even mix
SN - G/t first, then straight payment
RN - G/t first, then straight payment

ALLIANCES - When requested by a foreign nation, consult the civS' ranks. An alliance can be granted if the target nation is a rank below the requesting nation. When we seek alliances, requests may be made to nations equal to or above the target nation's status.

RIGHT OF PASSAGE - Rank will determine whether we always want an ROP, never want an ROP or will use opportunistic ROPs (when we intend to move through that civ's territory).

MFN - Always
AP - Always
CN - Opportunistic
SN - Opportunistic
RN - Never

PEACE TREATY RENEGOTIATION - Rank will determine whether we will seek peace treaty renegotitations.

MFN - Always
AP - Always
CN - Always
SN - Opportunistic
RN - Never

EXTORSION - Rank will determine if we will extort the civ at all, only when they have something we want, or if we will do it constantly.

MFN - Never
AP - Never
CN - Never
SN - Opportunistic
RN - Every 20 turns or less

In the event that the Foreign Minister and Deputy Foreign Minister cannot attend a turn chat, the Undersecretary of Foreign Affairs will represent the Department. Duties include maintaining a high knowledge level of current events and policies and attending the turn chats.

The Department of Foreign Affairs is currently polling to determine our Manifest Destiny. All citizens should vote here (http://forums.civfanatics.com/showthread.php?s=&threadid=21690).

EDIT: Poll results show a plurality wishes to expand southward until the benefits of proximity to the castle are depleted. This is generally 10-12 tiles or so. Refinement polls will be taken as we approach these virtual limits.

We are at war with 5 civs and we only need to be at war with 2 of them. Egypt currently possesses some of our sovereign territory (per the newly defined Manifest Destiny). We have an alliance against Babylon (13 turns remaining).

There are monetary benefits to peace.

Peace with Egypt would net us 6 g/t + 54 lump.
With Zululand we get WM (world map).
Rome will give us Lutetia or Lugdunum + 23 lump + WM.
Iroquois will give us 11 lump + WM.
Babylon will give us 1 g/t + 62 lump.

The President will be instructed to take the peace deals with Zululand, Rome and Iroquois now and with Babylon in 13 turns.

EDIT: Peace was obtained with Zululand, Rome and Iroquois as planned and will be obtained with Babylon in a few turns.

Most have World Maps in the bargain. With the frequency of AI map trading these should give us fairly current territory maps of everybody.

Exactly correct, Grey Fox. In 13 turns (now 6 I believe?) we will be able to cancel the alliance with no reputation penalty and then make peace with Babylon.

The Department applauds this plan but has some reservations because it will delay our planned activity to mitigate Chinese agression. Details can be found in the above link.

ROP deals will quickly increase the other civs' opinions of us. They count as active deals and continuous contact. Since we can't make trade deals yet this is our only option to improve relations besides making bribes.
The AI generally does not take advantage of ROP deals unless the human player has done so. As there is little to no settleable territory inside our lands there should not be much foreign traffic. Settler groups can be herded out of our territory with groups of 3 units if this becomes necessary.

I've always enjoyed herding chinese :D

Back on topic I think this was a great idea. I just hope the ROPS have the desired effect. The attitudes did not seem to change much. :(

Well, now we have a ROP and the Chinese are still furious at us, I doubt they will keep their promises, esp. with such an attitude. I feel the ROP was a mistake, but only time will tell, maybe Shaitan is right and they won't attack, but I doubt it.

I believe that if we go with the harbour plan and trade luxuries with the Chinese, they will be much less likely to attack.

I am strongly against ROPs w/ India and the Zulu. Although, I agree with the ROP with the Iroquois Nation. During a war with China, they could become powerful allies.

Noted. The primary reason for the ROPs is to improve relations with the other civilizations. India and the Zulu are not our neighbors so pose negligible danger. India is one of the only two civs in the world who like us - we want to keep it that way. The Zulu hate us - we want to change that. When we have free trade with these civs we will be able to pick and choose the ROPs more discriminately (as we get trade deals we can expire the ROPs that we don't want to keep).

An ROP is not being signed with the Aztecs as several people specifically objected to that ROP for specific reasons so I'm definitely influenceable (is that a real word?) despite my very strong desire to get these ROPs in place. Why don't you want an ROP with India and the Zulu?

I agree. It is premature to sign ROP with India until their intentions are made clear or we have sufficient defence in the south-east. Zulu could ferry troops over to Heliopolis. Iroquois probably have a predominantly defensive military since they have no iron and 1 horse connected to a single city, Akwesasne.

I'll keep an eye on the responses in case more people voice against the ROPs but the plan has overall favor at this time.

I've already protested the ROP's. I feel ROP's aren't to Improve relations, as we've seen with China, it hasn't helped much. I feel that it has just made us a more vunerable target. India I wouldn't mind, but anyone who's annoyed or Furious should stay off our ROP list, in my opinion.

The Trade Department is pleased to announce a promising preliminary trade oppurtunity. We can trade our ivory to the Greeks now for a WM, 7 GPT, and 19 gold up front. Rome and the Aztecs are willing to give 3 and 2 GPT respectively, with an additional 30 gold up front. Others are either only willing to give gold up front (90 from China, I believe), or just WMs.

There is an active trade route:

Rome <--> India
India <--> Greece
Greece <--> Aztecs

I know the Aztecs have been a pain for us, so trading with the Greeks will deny atleast 7 GPT and 19 up front from going into Aztec treasuries.


Note: This is only preliminary, but a very promising option.

I am currently leading an expedition of Pheonatica's finest explorers, warriors and diplomats to count the resources in the known world. :viking:

A table of our findings has been sealed in a scroll using the most enduring Pheonatician wax and sent towards the palace in Fox Nest with a trustworthy carrier pigeon for Pheonatica's leaders to analyse.

Greece -

Ivory --> 10 GPT, 9 gold upfront

Then trade world maps immediately (same screen) for only 2 gold.

Rome -

Horses --> 15 GPT, (3 gold upfront) - 3 gold is optional if we want to trade spices

Rome will also give:

Spices --> 6 GPT
or
Spices --> WP, 3GPT, 30 gold
or
Spices --> 4GPT, 35 gold

*NOTE: Rome is at war with the Babylonians. Except for horses, it will take them 10 turns to reach Babylon through the rugged terrain (and through the Aztec homelands).

**NOTE: If we do go for the horse trade, after it's agreed, immediately trade:
Spices --> WP, 3GPT, 30 gold

China
Incense or Ivory --> 116 gold (150 in treasury)

India
Ivory --> WM, 17 gold (entire treasury)

Aztecs

ROPs with China, Greece, and Rome could expire shortly, likely during the next turn. What is the Foreign Affairs' position on continuing the deals, considering the question whether or not these (or any time during any round) may expire during a round? Maybe a list of preferred nations we should be getting ROPs with and those we are opposed to agreeing with could be noted so our turn leader may make decisions on the fly.

Also, would we put a cost into each? Or, should we decline all renewals until the round ends?

Babylon 9 turns (I suggest we let this one expire)
China 1 Turn (I am worried about this as they are massing in our borders 1 turn before the deal ends and they are furious, I might renew this deal if they are willing to accept deal for deal. As to avoid another war.)

for example this could be:

this will be the only source for voice-rights, so please update it!

We will sign ROP agreements with civilizations that are not identified as targets and those targets that we do not intend to attack within the period of the ROP agreement.

I think this policy should be altered to allow for a middle ground: Civs that are not targets of agression, but are identified as as being furious with us. These civs should not be automatically signed ROPs with without consideration, especially from the military department.

I don't see ROPs as the main method to improve relations. I believe it shoud come second after gaining trust with other deals over time, or at the very least, with payment from them. I would not like to see a ROP as the only agreement with us and another furious civ - that only opens us for a sneak attack.

The Department of Foreign Affairs is endeavoring to revamp our entire Foreign Policy. The first step in this process it to determine how our people feel about the people around us. To this end we are hosting a series of polls where citizens may rate each of our neighbors on a scale of 1-5 (5 is best, 1 is worst).

When tabulated we will have a list of civilizations from Most Prefered Nation to Rogue State. The Department of Foreign Affairs will use this list to help determine what civs get favorable deals for Peace and ROP renegotiations, who to extort and who we will support against who. Other departments could also use this list to determine who to purchase from and who to offer things to.

Please vote in each poll.

you should have posted a brief summary of the historic development and future possibilities of the foreign relations to the nations where you placed the polls on. not every citizen is so into our foreign relations he knows exactly which nation we have/have had concerns with.

This was an excellent idea but unfortunately I didn't have the time to implement it. I will do summaries like disorganizer suggests when repolls for Phoenatics' attitudes toward the AI civs are needed.

Sorry if I missed this somewhere in the many new threads, but here is my question.

We were declared war on by a Suspect Nation. Was this an act that went according to the Foreign policy? Or was it more of a suprise? Perhaps I am just fishing for a comment or some ease of mind. It appears we had some deals with them previously. Did they expire?

Most likely we bankrupted them. When their economy went bottoms up they declared war to break the deals that were driving them into the poor house.

Trade deals and Science deals don't need to come through Foreign Affairs. Those departments should make their own deals independently. If you can wait 4 turns, we'd be happy to tie this in to one of our peace renegotiations. That would give you a much better deal than a straight purchase.
