As our scout has explored the Roman territory and has now come upon the German border it seems it may be time for us to sign an open borders agreement with Germany so that we can explore their lands in a similar manner as to how we explored Rome.

We should keep borders closed only if our border is trapping opposing units from settling where we don't want them to settle. Open borders is always the way to go when there is no risk of losing land.

Even if we keep borders closed, we still have the risk of losing land as Germany is not boxed in. Since we can't prevent him from expanding, we must as well open borders as

1. Trade Routes if connected

2. Diplomatic bonus

3. Our scout can explore his land.
