Decided to give this a try but ran into the issue.

um...you should probably has pm'd this to Ainwood, that's the best way to get them to see it quickly without posting spoilers such as this.

Usually when a city doesn't grow it's because you inadvertently clicked the "Avoid Growth" button. You just need to click it again, to turn it off.
