I wonder which civs are most likely to pursue a cultural victory, in the hands of the AI.
I'm asking because I'd like to set up a game with all the "most likely to try" civs and allow only cultural victory.

In my last game Hatsepsut won cultural victory quite soon, in 1830AD. I think she is a good pick. One game Augustus was near cultural victory, but other AI took his second best city.

Thanks, that's 2 civs.
Another clue would be Ori's Leader personality spreadsheet.
The leaders with the flavor favoring culture are Gandhi, Hatty, Catherine
less so Louis and Ramesses,
Elizabeth only a bit.
Catherine will attack at friendly, so a good army would be needed.

In my last two games (playing Total Realism - which includes Better AI), India (first in both games), then overtaken by Russia and China who tried for Cultural wins.

Seems like every game he's in that I've played, Mansa Musa tries to go for it at some point in time.
