Do you mean that you need a way to edit XML files? You can use Notepad, Notepadd ++, or some freeware such as XML Marker. Or do you mean you can't find the files? They're in the XML folder here:

C:\Program Files\Firaxis Games\Sid Meier's Civilization 4\Assets

Okay, Found them. Thanx. They were in Documents and Settings/Application Data which was hidden...

That's a crazy place for them to be. You might want to reinstall. I think alot of mods won't work from that location.

Find C:\Program Files\Firaxis Games\Sid Meier's CIV IV...

If you want to mod XML, make a folder under 'Mods' (call it whatever). Find the Assets\XML folder, copy the files you want to the directory you made, and play with them there.
