I've heard lots of talk about moding the UN so you can defy it's resolutions and all sorts of other mods, is that acutally possible or are only minor mods possible?

I'm still looking for a way to get not only rid of the effects of the global civics votes, but to also have not displayed them at the vote screen.
Anyways some other new feature would be awesome
