I was thinking of trying to create a world colonization scenario/mod starting in 1600. My goal would be to recreate the more intense periods of colonization while also including the conflicts in Europe and the middle east. The included civs would include:
England
France
Spain
Portugal (vassal of spain)
Netherlands
German States (vassal of Austria)
Brandenburg-Prussia
Austria
Italian States
Scandinavia
Poland-Lithuania
Russia
Ottoman Empire
Safavid Empire
Mughal Empire
Qing Empire (not yet in China)
Japan
Natives (minor and in all uncolonized and unbarbaric places)

I'm not sure about using a new dll for more civs because none of the new dll work on my computer.

Non-Scenario:
I'm going to add other civs from this time period so that other scenarios can be made from the mod.

Yes I think this would be a fun scenario. I do not recall seeing any world colonization scenario's before. Ohh and if I recall Austria was a part of the Holy Roman Empire in the 1600's. I'll give more feedback when I have more time.

Im going to have the german states vassal to austria because though austria ruled, it wasnt to absolute.
If i want to revise the tech tree, is that xml only or is there python/sdk changes in that too? (nevermind about the tech thing because ill just start a new thread so it will get more attention)
